Quick answer

A concrete foundation contractor in Ponce Inlet answers to the flood code first. Most of the town's land sits in FEMA Zone AE with a base flood elevation near 7 feet, and fill is capped at one foot above it. Port Orange Concrete Co confirms your zone, files with the town, and writes you a free estimate.

## Concrete foundation contractors in Ponce Inlet build to the flood code first

Ponce Inlet sits at the southern tip of the barrier island. Per the 2020 town boundary, water takes up 27.1 square kilometers and land only 11.1. On FEMA's layer, 76 land spots sorted out like this: 64.5 percent in Zone AE, 21.1 percent in Zone X, 7.9 percent in shaded X and 6.6 percent in Zone VE. The AE spots mostly showed a base flood elevation of 7 feet, in a range of 6 to 8. VE spots ran 7 to 13 feet.

Each zone gets different treatment under the Florida Building Code. A coastal high-hazard V zone or a Coastal A zone means the house sits up on pilings or columns, and a conventional monolithic slab-on-grade house is not the foundation type there. AE zones put the lowest floor at or above base flood elevation plus 1 foot. The town's Building Department reviews and enforces floodplain management too, and it has a [flood management page](https://www.ponce-inlet.org/154/Flood-Management-Information) that offers site-visit help. Start there, then call us once you know your zone.

## Fill to one foot above flood elevation, and not a shovel more

The town keeps fill on a short leash. Under Section 4.3.2 of the land use code, the only filling allowed is depositing approved material to bring a building site to one foot above base flood elevation, or to restore natural contours. Section 4.3.4 caps excavation and grading at 10 percent of the mean elevation within a 25 foot radius. That keeps the dunes and natural contours in place. Changing grade takes a grading permit. The town's floodplain code is the 2017 amended version of the state model code.

On a foundation job, that fixes the fill budget before we write the estimate. If the site needs more than one foot above the flood line to hit the plan elevation, the plan has to change. The rule won't. Drainage counts too. A slab at the right height does you no good when stormwater has nowhere to go, and on lots with state-deeded submerged lands the code expects stormwater to stay on the dry-land part of the lot. Bring the survey and we'll mark the fill line on it.

Our Volusia ranges for a foundation, applied to Ponce Inlet lots where the flood elevation sets the height.

| Job | Per sq ft | Typical project | What moves the price |
| --- | --- | --- | --- |
| Monolithic slab foundation | $8 to $15 | 1,200 sq ft house: $9,600 to $18,000 | Footing depth, fill, access |
| 1,500 sq ft house, stem wall | $10 to $18 | 1,500 sq ft: $15,000 to $27,000 | Wall height, flood elevation |
| 18 by 24 ft garage, monolithic | $8 to $15 | 432 sq ft: $3,456 to $6,480 | Thickened edge, apron, trees |
| Porch or entry slab | $7 to $12 | Priced after we read the plans | Frangible rule in V zones, thickness |

Ranges only. After we see your lot, the free written estimate is the price you pay. Town permit fees are billed separately.

## Marsh muck on one side of the island and dune sand on the other

The ground swings hard from marsh muck on one side to dune sand on the other. Hydraquents, a tidal marsh soil that is very poorly drained and floods often, cover 55.3 percent of the land spots. Turnbull variant sand covers 15.8 percent and rates "somewhat limited" for dwellings. Palm Beach sand and the Palm Beach-Urban land-Paola complex, both excessively drained, make up 13.2 and 6.6 percent. With the Atlantic, the Halifax River, Rose Bay and [Spruce Creek](https://concreteportorange.com/concrete-contractors-spruce-creek/) all touching the boundary, water is never far off.

Below the slab the code still wants the usual: footings 12 inches below finished grade, clean compacted fill and a 6-mil vapor retarder. Porches, patios and walks beside an elevated house follow a separate rule. In V zones and Coastal A zones, those slabs have to be frangible or self-supporting structural slabs. A frangible slab is no more than 4 inches thick, with no turned-down edges, no reinforcing, and joints both ways at most 4 feet apart. The [residential code](https://up.codes/viewer/florida/fl-residential-code-2023/chapter/3/building-planning) spells it out. Two porch slabs can look identical on paper and still get poured very differently if one sits in a V zone.

## Sealed surveys, seawalls and the Coastal Construction Control Line

Town code Section 18-3 wants a sealed boundary survey with the permit application for driveways and parking areas, accessory structures and fences. Where it applies, the survey has to show the most recent state Coastal Construction Control Line. Ask the Building Department which survey your foundation plans need. And if your lot includes state-deeded submerged land, a structure within 10 feet of a seawall needs a sealed engineer's report on the seawall's stability.

Oceanfront lots bring in one more office. Under state law the Florida Department of Environmental Protection issues the permit for construction seaward of the control line, except where an approved local code applies. Ponce Inlet adopted the state's Coastal Zone Protection Act by reference. The [DEP line program](https://floridadep.gov/rcp/coastal-construction-control-line) says it regulates work that can cause beach erosion or destabilize dunes. Whether your lot is seaward of the line is for the town and the DEP to answer. Our [beachside guide](https://concreteportorange.com/guides/beachside-concrete-salt-air-flood-zones/) explains how it affects a pour.

## House lots, tree surveys and a 35 percent building cap

Of [Ponce Inlet](https://concreteportorange.com/concrete-contractors-ponce-inlet/)'s 3,196 housing units, only 34 percent are single-family detached homes, while 58.3 percent sit in buildings of 20 or more units. The median owner-occupied home is worth $544,300. We pour foundations on the house lots, from the old Ponce Park plat recorded in 1890 to lots along Peninsula Drive. Atlantic Avenue and Peninsula Drive properties are to be subdivided, when practical, so driveway access comes from interior streets. An R-1 lot runs 10,625 square feet and 85 feet wide, with 30 foot front and rear setbacks, 10 foot sides and 25 foot waterfront yards. Lot coverage is 35 percent. Per the code, that counts buildings only, so driveways and patios stay out of it.

Trees are the other piece. A single-family permit application includes a tree survey of every tree over 4 inches across within the proposed buildings, driveways or accessory structures and within 25 feet of them. Clearing land, altering grade or removing a protected tree takes a permit. Walk the lot with us before the survey is ordered and we'll tell you what the footing line does to the roots. For the whole process, see [our permit guide](https://concreteportorange.com/guides/volusia-county-concrete-permits/).

## Island pricing: what a Ponce Inlet slab runs

Our Volusia range for a monolithic concrete slab foundation is $8 to $15 per square foot. A stem wall foundation runs $10 to $18 per square foot of footprint. A 1,500 square foot house slab comes to $12,000 to $22,500 monolithic, or $15,000 to $27,000 on a stem wall. An 18 by 24 foot garage is 432 square feet, so $3,456 to $6,480 monolithic. Elevated designs on pilings or columns come from the engineer's plans. We read them, then price whatever concrete they call for. Island access, pump trucks on a tight street and fill to reach the flood elevation all move the price. You get the estimate free and in writing. More on our [foundation contractor page](https://concreteportorange.com/concrete-foundation-contractors/) and [concrete work in Ponce Inlet](https://concreteportorange.com/concrete-contractors-ponce-inlet/). FAQ

## Frequently Asked Questions

Who permits a concrete foundation contractor in Ponce Inlet?

The town's Building and Permitting office. Its permit sheet puts driveways, sidewalks and patios on the list of work that needs a permit, and inspection requests have to reach the town by 4:00 PM the day before. Land use code compliance gets checked first, ahead of building code review. We pull the permit when the job needs one.

Can I pour a slab-on-grade house foundation in a V zone in Ponce Inlet?

No. Coastal high-hazard V zones and Coastal A zones require the house to be elevated on pilings or columns, with the lowest horizontal member at base flood elevation plus 1 foot. In AE the lowest floor goes at base flood elevation plus 1 foot. Confirm your parcel's zone with the town before you buy plans.

How much fill can I bring in to raise a Ponce Inlet lot?

Just enough to bring the building site to one foot above base flood elevation, or to restore natural contours. Grade changes need a grading permit, and excavation near dunes is capped at 10 percent of the mean elevation within 25 feet. Fill beyond that isn't allowed, so the plan has to fit.

I'm on the Halifax side with a seawall. What extra do I need?

A lot with state-deeded submerged land needs a sealed engineer's report on the seawall's stability for any structure within 10 feet of it. Stormwater has to stay on the dry-land part of the lot. Send us your survey and we'll mark the 10 foot line.

Does lot coverage limit my Ponce Inlet slab or patio?

Only buildings count toward the 35 percent lot coverage limit. Driveways, patios and other surfaces stay out of it. Setbacks still apply and the town reviews stormwater, so keep the plan tidy. An addition is a building, and its footing line has to respect the 10 foot sides.

Does the small-job permit exemption cover a Ponce Inlet foundation?

No. Structural work is out, and so is any property partly or entirely in a flood hazard area, which describes most of the town's land. The town also wants the owner's signature notarized on exemption requests. A foundation gets a full permit with plans.

Concrete foundation contractors in Ponce Inlet build to the flood code first

The town's Building Department reviews and enforces floodplain management too, and it has a flood management page that offers site-visit help. Start there, then call us once you know your zone.

Fill to one foot above flood elevation, and not a shovel more

Marsh muck on one side of the island and dune sand on the other

The ground swings hard from marsh muck on one side to dune sand on the other. Hydraquents, a tidal marsh soil that is very poorly drained and floods often, cover 55.3 percent of the land spots. Turnbull variant sand covers 15.8 percent and rates "somewhat limited" for dwellings. Palm Beach sand and the Palm Beach-Urban land-Paola complex, both excessively drained, make up 13.2 and 6.6 percent. With the Atlantic, the Halifax River, Rose Bay and Spruce Creek all touching the boundary, water is never far off.

The residential code spells it out. Two porch slabs can look identical on paper and still get poured very differently if one sits in a V zone.

Sealed surveys, seawalls and the Coastal Construction Control Line

The DEP line program says it regulates work that can cause beach erosion or destabilize dunes. Whether your lot is seaward of the line is for the town and the DEP to answer. Our beachside guide explains how it affects a pour.

House lots, tree surveys and a 35 percent building cap

Of Ponce Inlet's 3,196 housing units, only 34 percent are single-family detached homes, while 58.3 percent sit in buildings of 20 or more units.

For the whole process, see our permit guide.

Island pricing: what a Ponce Inlet slab runs

FAQ

Frequently Asked Questions

Start there, then call us once you know your zone.
